Also, if Mr. A is running for office, but decides to go on vacation to Eastern Europe and rapes and murders a few people, and then his political opponent, Mr. B, asks said Eastern European country to help investigate what Mr. A did, then Mr. B is the guilty one?

How about Mr. President says I'm going to illegally withhold these congressionally allocated funds until country A does him favors to help the President politically.

Parnas having pictures taken around Trump doesn’t mean anything. Parnas was Giuliani’s boy. When your friend brings a friend and you guys are in the same room and get your picture taken, it does not mean that you know your friend’s friend. Trump sees thousands of people. Parnas was coming to events through Giuliani and had his photos taken in the president’s company to brag about it like a leech.
