Why didn't God intervene here and in the Dylan Roof incident?

Rational people are quick to point out when others don't fullfill their duties but God always gets let off easily in these incidents.

Then we are gonna get conflicting views such as "Oh the Lord was ready for her that's why here took her so soon, she is heaven now" but we are gonna here that God save the lives of the folks who survived being shot.
