Bellator add local pros and amateurs to their cards, pay them $500-$2000, and if they impress they might get offered fights on the business end of Bellator undercards. It's been their system for a long time.
Outside of the UFC and Bellator, what do most MMA Fightcards look like?

Idk about that. I love the competition up & down a UFC card. I think KSW does that really well to + they do those Popek Monster novelty fights which remind me of prime Butterbean fights if Butterbean was a MMA guy & had been better matched vs put in with guys just looking to fall down on the soft spot.
I don't really watch the other leagues on a regular basis doe so I can't comment on them & do them fair justice good or bad.

I was just pointing out it's how Bellator structure their cards and that it's not a surprise to see a ton of lower level fights at the bottom, I wasn't judging. I actually got those details about the pay from a Scott Coker interview where he explained at length how it works and why they do it.
