The guy on twitter said Nishioka didn't want to defend his title on time because he's expecting a bigger fight. As Emeritus champ, he'll be able to fight for the title again anytime he wants apparently.

Mexico's Abner Mares (23-0-1, 13KOs) will go for his second divisional title on April 21 in El Paso, Texas, according to the Executive Secretary of the World Boxing Council, Mauricio Sulaiman. Mares will face former champion Eric Morel (46-2, 23KOs) of Puerto Rico, and now the vacant WBC super bantamweight title is on the line. Showtime will televise the fight.

What's next? They gonna strip Vitali and find some reason to give the title to Arreola? Find the top mexican/mexican american at every division. If they aren't already, they will be champ by the end of the year

To be fair, according to boxing scene's article, Nishioka requested the Emeritus champ status.

this is so gay. whats the point of having boxers fight for contention if they can award a title fight for who ever. Morel is not even ranked in the top 10 in his divison but now he gets a title shot. The WBC is shaming the sport of boxing one paper champion at a time.
