Pac's hand speed is fast. What makes it even faster than that though is his upper body movement. He will dip forward when throwing a punch to get more range and speed.

His whole body seems fast. Reflexes, upper body, hands, feet. I think it is everything tied together that makes him so hard for most fighters to deal with. He just seems so busy in there even when he is not doing much and it keeps his opponents on edge.
