What exactly makes a PPV star?

I've heard many things. You have to be great at your craft!!! Well, if that's the case why isn't rigo, Ward, and Lara PPV stars? You have to be exciting!! Well, how come GGG isn't a PPV star? You have to be good at trash talking? James Toney and Mayorga were great trash talkers but they never were PPV attractions. What makes a PPV star?
