That the nature of the warnings were such that civilians were in fact herded to the bomb site, not away from it?

People were clear from the court house towards the spot where the bomb actually went off which was some 440 yards away from the courthouse. The murderers who committed this murder were either callous enough to try and move their victims closer to the bomb or so incompetent they didn't provided a meaningless warning and the police did their best guessing where it was supposed to go off (the courthouse as mentioned in two thirds of the messages) and had that area clear.
