Rios is in no way deserving of a title shot, he has to get a decent win against some decent contender before he fights Brook, I think a Bradley or a Khan are defnitley more deserving of a title shot right now, also Diego Chavez or Sadam Ali against Brook would be great.
If, and only if, Rios beats any of these top guy then he deserves a title shot, other than that he should get in line and fight his way up the ranks, he's not even ranked by the IBF.

I'll watch any rios fight, it'll be an interesting fight because brook doesn't really move that much and doesn't seem to have any inside game but he's a sharp shooter with massive power. Salka's romanian brother had some success to the body when he got close but unfortunately for the salka's, pillow fists and a weak chin seem to run in the family. I still got Brook by UD but it's an interesting match up for sure.
