Reality: in 1980 Hispanics represented 6% of the population, today they represent 17% of the US population. Black folk went from 11% of the population to 12%, the Gays went from about 1% of the population 5% today. The whites however went from 80% of the population to 65%.

I don't think your explanation contradicts reality. One could argue that HIV/AIDS was invented as a means of population control of blacks, latino & gay people, but it failed to accomplish what is was meant for as government programs tend to do.
