Yes, that's what Manny Steward said some months ago.

But other than Mitchell and Arreola, there's really no one in the US that would be a decent opponent. Arreola doesn't want the fight now, and Mitchell will likely first want a few more fights.

Wlad may soon have a WBO mandatory anyway.
