Despite this and Ned's reluctance, they named Robert king because he's a still a close relative of the precedent royal family

The North never had the largest army. The North is actually a sparsely populated place compared to the other kingdoms, save for Dorne perhaps but the North is far largest in size.

The Lannisters/Tyrells/The Riverlands without a doubt have larger armies.

Then it's the Vale/Stormlands/The North with Dorne with probably the least.
