When you got american judges scoring illegal tactics like clinching and bending below the waist as defense, running without landing effective punches as ring generalship, you need something to level it out, so why not?

Should Ineffective Aggression Be Regarded As A Major Scoring Criteria?

No ineffective aggression should not be scored or viewed as a plus for the ineffective aggressor in no way shape or form.
Put it like this, if you were in a street fight and the person you are fighting keeps trying to hit you or grab you and throw you to the ground unsuccessfully, while you land three punches (grazing or clean), would you feel like that person beat you up? Would you consider that person beat you period? No you would not so why would you give credit to a boxer that can't land a jab or a punch on his or her opponent?

Obviously not, but what's funny is most people think only the guy coming forward can be the ineffective aggressor, so the guy running away despite doing just as little or less will be dealt with more leniently and be seen as the "ring general".

It would be a very biased criteria.....why should a fighter win a round throwing 80 punches and landing like 15, when the other guy landed say 23 similar shots but only threw 50..... more shots but threw less...makes no sense and would add to the already abysmal number of robberies we have witnessed

Are some fans getting that desperate that they want to change rules to give their overrated favorite fighter an advantage over fighters that fans know their favorite fighter can't beat

If a round is even-ish I'll tend to give the round to the aggressive guy (effective or not) & it seems like thats typically the case with judges.
I will add more here. If you are the Champion and there is a close round, most of the time the judges will give it to you.
