It's one of those ultra PC bills just meant to "send a powerful social message" without concern for future consequences. The "message" being that underage prostitutes are victims not criminals.

That's true but all the bill seems to do is tie the lands of law enforcement. It's not like they throw 11 year old hookers into supermax to begin with...
