        Either way a guy who barely speaks English saying he "signed a memo" shouldn't be taken to mean a contract is finalized.

            Why would fighters sign offers? He obviously means contract, as you say his English isn't great so said memo instead.

                  contracts have not been signed. one party signed a memorandum of understanding. still plenty of particulars to iron out.
