How bad is it really, to swallow gum as a kid (2yrs- 4yrs old) ?

Not an expert but it should just flow through the digestive system as normal.

How many has he eaten? Perhaps swap to chewy mints?

It should just go right through, although if you're really giving him a lot then there's an outside chance it could bind together and cause constipation apparently.
