Stiverne was the champion and fell in the ratings appropriately when he lost the title. Then everybody in front of him lost or fought for the titles of other organizations. That's how Stiverne moved up to #2. He was ordered to fight for the interim title when Wilder became injured. His opponent, Povetkin, failed another drug test and the interim title fight was canceled. At that point, Stiverne was named mandatory because he'd already gone through a full training camp and it wouldn't be fair to him to make him prepare for another interim title fight and it didn't make sense to order another interim title fight when by the time it would happen, Wilder would be ready to return.

I don't recall close fights having a relevancy in promotion to a higher ranking
Nobody said that. But if you lose a very close fight to the champion, you may not fall very far in the ratings afterward.

[QUOTEweve had several fights recently like Parker[/QUOTE]

After losing a very close fight to the champion, Ortiz fell to #4. After losing a very close fight to the #1 contender, Parker fell to #5. Not sure how the WBC could be much more consistent than that.

What is the diamond title ?
An honorary belt given to the winner of a historically significant fight that isn't a WBC world title fight. The promoter would have to petition the WBC and ask for the winner of a fight to be given the diamond belt.

For instance, if Joshua fights Whyte in April, if Hearn wanted the WBC diamond championship at stake, the WBC would likely approve the request. The winner would then be able to demand a unification fight with Wilder. However, it would likely be ordered for a 50/50 split, so it's not a move that would appeal to Hearn obviously.

We could assume Fury would be a very high ranked WBC fighter but the fact he wasn't and skipped over guys going by the criteria you placed even here. I don't know seems to me the WBC are not playing by the actual rule book even if your post was well described it still doesn't add up.
Maybe you need to read the rule book then. There's nothing inappropriate about Fury's rating and the WBC has no reason to rate him inappropriately. It's a voluntary defense. The WBC could have rated him #15 and it wouldn't have mattered.
