Do fans blame floy mayweather for pacquiao-mayweather fight not happening?

Many of the boxing fans are now blaming Mayweather Jr. for the biggest fight not happening. Even some boxing scribes held Floyd Mayweather Jr responsible for the failed fight and even commented on Floyd’s legacy. Dan Rafael of ESPN posted this on his twitter account :
“Mayweather is rich but one thing he can never buy is a legacy that includes beating a prime Pacquiao. He can never buy that. Ever.” Even Mike Tyson in an interview by Max Kellerman of ESPN’s Sports Nation revealed that among all the current fighters in boxing, he enjoys watching Pacquiao the most. In a recent poll (not on this site), 79% of the fans point the finger at Floy Mayweather when asked “Who do You blame for Pacquiao – Mayweather Not Happening?”

I am one of the 79% of the fans that think Mayweather is the only one at fault for the fight not happening. He never wanted to fight Pacquiao so he never will. He tries to make it look like he wants the fight but it's pure BS. The 40million offer was a complete fake but Mayweather fans fell for it. He had no intention of giving Pacquiao any money even if Pacquiao had said yes which Pacquiao could not legally do. 40million was not a fair offer because Mayweather would have made 3 or 4 times that much money from the fight. It was not a legit legal offer or he would have sent Pacquiao a legal contract approved by all of Mayweather's team and their lawyers for Pacquiao to sign. Floyd can just slip Manny 40million under the table and Pacquiao not pay taxes on it or give Top Rank their legal share of it. Anybody ever hear of a big fight being made between the two fighters in a quick phone call? Of course not because it's impossible.
