China and India are paying their own share and working towards their own goals, they have the GDP for it. All the contributions go towards under developed countries that can't afford to revamp their energy infrastructure. Again, it is a global goal and initiative.
The US has the EPA, but Trump is already unwinding all of that. Just recently, an EO was signed that lets companies pollute streams at will again with no repercussions. It's all to increase profits for the fossil fuel energy sector, environment be damned.
