It doesn't understand that any deal has to go through parliament, it is sovereign, as well as be agreed with the EU.

He is a delusional fool if the thinks the UK would have the upper hand with a brexiter in charge.

Imagine if California wanted to leave the US, you really think they could ever get the upper hand negotiating a deal to leave?

What he also forgets is that we live in a representative democracy, Parliament is sovereign. A referendum has no constitutional power to implement anything.

MPs are trying to implement something that the vast majority disagree with, they can't agree on a deal, nor can the govt get a deal with the EU that can please anyone.

You are only left with two options, leave without a deal on WTO rules or no Brexit.

Parliament has already voted to reject no deal, but can't agree on anything.

Another stalemate, which needs a general election or another referendum to move forward.

If you do go to WTO rules, that just means you spend the next 20 year negotiating new trade deals from scratch.

Parliament doesn't want Brexit, it just doesn't have the balls to admit it. Only around 150 MPs out of roughly 650 MPs voted for Brexit. So they stall, and stall and stall hoping the public will change their minds.

The only thing stopping Britain having the upper hand is a Parliament which doesn't want to Leave. The last thing the EU wants is no-deal but we can't leverage it because Parliament won't let us (plus remainer May refused to).
