And here's the other difference. Ortiz is the more credible boxer, and the more unorthodox to prepare for. Why would Joshua pay big money for a guy who is a bit of a risk and brings little to the table? Kownacki or Hunter would make a better promotion with less risk.

It's a voluntary defence. The obligation is absolutely on Ortiz to take the chance.

Now we don't know what Ortiz was offered. But if it's in the millions then it's a credible offer for the reasons stated above. Tbh, I don't even know why they would talk to Ortiz. No resume, no English, not American, not interesting, appears to be the riskiest fighter available.

All credit to Joshua if he's actually tried to make that fight. It could only be for sporting reasons.
