Yeah, in certain sitautions it might be harmful, like overdoing it when your body is not well conditioned, or if you have a condition etc. But it's laughable that somebody would think running or doing cardio is bad for the vast majority of people under normal circumstances. It's like people who blame being overweight on bull****s excuses like having an underactive thyroid. Yeah, the condition does exist, but it doesn't affect many people. So, in other words, most of them are talking nonsense and need to improve their diet and lifestyle.
