Yep, look at the finnish cops or other Nordic cops in general, all in good shape trained well. Same thing with Russian cops, I mean sure you'll catch a beating but at least you won't get shot, or be able to run away.

2 weeks ago I saw a video of two cops getting stabbed by a drunk man they apprehended. they had the man in the back of their car, no handcuffs, no plexiglass separating them. He took out a large kitchen knife and stabbed one cop to death while the other one fleed. UK cops are also unarmed.
