You have to take into account, that police and the government both federal and state mess with the numbers, cooking the books so to say. There's ways to make the crime rate go up or down. Homicide rates are a better determinant, but they can cook those too. Chicago this year is legit popping off, as is B-More.

YES YES YES, they also enforce their no loitering corners to excess. Like to a huge degree, leads to a lot of ***** beating and arrests. But not much change, because when you do that, you're letting half of em go.

You are giving American Police way too much credit. American Police usually don't take the time to solve real crimes as much in America anymore because they are too busy using asset forfeiture and revenue generating.
