No confusion there. I blamed the Puerto Rican government and the folks that kept voting them in but the taking away of corporate tax incentives wasn't on them. That was on the federal government. The federal government did it as a way to get business to invest in PR but they never made it a long lasting thing.

They vote for delegates.
Can they come on the mainland and vote. They would have to be registered in a state though.
If the popular vote decided the presidency they could vote but the only way their votes matter now is if they are given electoral colleges.
