Garcia shouldn't get any risk-taking credit for Khan, he was the B-side taking on a chinny opponent coming off an official loss. He fought him in the US too, not the UK so didn't travel.
Cotto and Pacquiao are the A-sides who take a lot of risk and are still willing to fight anyone.

Speaking of Amir Khan, I would say he's one of the bigger risk takers. Sure he never rematched Prescott, but he went on to fight Maidana, Zab Judah, called out Tim Bradley and even offered him 50/50, Lamont Peterson in his hometown, Danny Garcia and most recently was ready to face Devon Alexander before his withdrawl to most likely fight Floyd.
Of course, these risks weren't always worth it, but he sure took them.
