Would Pacquiao vs Mayweather in 2010 have been the equivalent of Ward vs. Kovalev?

I always said that if they fought in 2009/10 Pac would have won. Whether he was juicing or not we will never know but he did start his decline once Floyd brought up the whole steroids allegations. However 2009 Pac would have beat and possibly dropped Mayweather.
