It does blur the lines a lot, but the truck is technically legal in his state of Missouri. It's a plated, registered vehicle. He drives it on the street. Drag Week where he drove 1000+miles in 5 days to 5 different tracks.

Would it pass smog running in full kill mode out here in Cali?
