That’s not how progress works and you need to provide circumstances or details for your hypothesis. First, to assume the Japanese gross national product can adapt to the Mediterranean Sea or Arabian Sea is a stretch. Alexander the Great loved Persia or the “Middle East” considering they shared the Mediterranean stretch. Or go back to Babylon... most of the world knowledge comes from the Middle East including Cairo, Egyptians etc...

The Japanese were some of the most warlike people in the World. Did you miss what they did to the Chinese? America literally emasculated them as a people. They are protected by the Americans, if anyone attacks them they have the U.S on their side. The Japanese literally cannot attack anyone, they can't realistically even form a proper army due to their agreement with the U.S. That doesn't ring true with the Arab nations.
