Why didn't Paul Williams want to fight Sergio Martinez at 154?

I hear an awful lot of "he couldn't make weight" excuses for a guy who says his walk around weight is 160 and his most comfortable fighting weight is 147.

Martinez schools him if they rematch at 154.

No he wouldn't the fight would look the same way. How would it go from being a 1 point victory either way to a one sided schooling based on a few pounds? Martinez boils down to 154 anyways while Williams does not.
