They are both terrible fights for him. He would have 0% chance against Floyd. He would get humiliated for every round, he would look like an amateur.

Mayby he thinks Pacquiao would give him a good beating and the money isn't worth the humiliation and reputation damage. I think even at 40 Pacquiao still has the speed, power, skills and style to beat Danny Garcia.

Beat Granados in April, pick off FigueroaJr or Berto in an event after that, and fight another bout for early 2020, and Danny Garcia is likely the first in line for a shot at the WBC/WBA/IBF 147lb champion, in a feature PPV fight.
Danny can run his race and still come out on top, with or without a Pacquiao fight, as long as he keeps winning.
Errol Spence Jr is in basically the same boat, tbh.
Everyone else (outside of possibly Mikey Garcia) is basically thirsting at this point
