The theory is that the shooters were ISIS terrorists, and that he was working with the FBI as an undercover agent, possibly as an arms dealer. They figured this out and the plan went **** up, they killed Stephen Paddock and began their spree. FBI covered it up out of embarrassment.

Holes I see in the theory - if it was a sting operation surely police would have been waiting on hand to catch the perps.

Then again they could have convinced him it was for a future attack.
