  • Salka is a tuneup opponent because Garcia knows he lost to Herrera?

That's basically what's happening. Garcia knows he lost to Herrera, Haymon knows it, Angel knows it. So Salka is actually a tune up level opponent after his last loss so that Garcia can gain some confidence back after the dominant beating Herrera gave him. That's why they picked Salka, it all makes sense now.

Most fighters do that, after they lose to an opponent they fight a low level fighter as the first step on their comeback trail. And that's what Garcia is doing.

Danny Gift lost against the guy he was supposed to tune up and look better.
Hey dog! But he's an undefeated champ!
As Teddy Atlas said, this is why boxing has no respect and MMA is eating it alive. Any "champ" can fight any joke, a guy with a powerful "uncle" in boxing can do anything he wants in the ring without getting DQ, a "champ" can even tell an opponent what gloves he's supposed to use so as to have the advantage.
The Football World Cup is being played right now, imagine if one team could tell the other what shoes he's supposed to wear. Only in boxing.
