Just for argument's sake, have you actually ever been to California or San Francisco?
Homelessness is an issue, particularly transients and drug addicts in public spaces.
If you have the services in place (yes, even the clean needle depots; having an additional public health point to test for diseases and offer treatment can't ever hurt), you can then push the issue towards where the services; more officers on the street, pushing folks to places where folks can get help

Natural selection is a foreign concept to the very people who chide others for denying science.
See, common sense says give the safe injection sites, but dont put any medical teams at all nearby.
The problem would then kinda just work itself out.
