                This, the disgruntled Cubans, mainly in Miami who disliked Fidel and former government figures from the previous regime are the ones who articulate our policies towards Cuba. Mainly they're wealthy Cubans who couldn't live with the Castro regime.

                    it's politics.

                    the right wing cuban-americans want castro out of power.

                    cubans defecting is a strong political tool.

                    for every cuban who defects that makes the news , it's one more time they can criticize castro and how it is in cuba for cubans.
