It's not hypocrisy, just a rule implemented for the collective good of the group. Sometimes guys will come in pretty wasted and disrupt the meeting. If you smell of alcohol, the idea is to wait until you haven't had a drink for at least 24 hours, before you participate in the group discussion. Just makes it a little easier to avoid any potential issues.
