I’d give Roy the edge, Toney was a top 3 P4P fighter when Roy beat him.
B-Hop, McCallum, Hill, Johnson, Griffin, Tarver and Ruiz are all solid wins as well.

Roy, beating Prime Legends in Tony and Hopkins itself cannot be overlooked.

B hop because unlike Jones he improved as he got older and actually enhanced his legacy as opposed to destroying it.

Hopkins did better with Tarver head to head and Johnson but Johnson barely counts for Jones and he was a far better fight then than he was vs. Hopkins. Jones got Toney which was a better win than anything Hopkins did. Trinidad was Hopkins' best win and I'd say that would probably be better than anything else Jones did. Jones' beating Hill, Johnson, Ruiz, Griffin and even an old McCallum are better than Hopkins wins over Fishnets, Wright, Pavlik, Holmes, Joppy for example.

Like I said it's close on resume. Hopkins' was legit undisputed at 160 whereas Jones unfairly got the WBA and IBF belts and never fought the guy who was clear #1 when he got to the division. Now Jones would have beaten Michalczewski, but he didn't. That was Jones' 3rd weight class after being the clear #1 at 160 and 168 before vacating each. Jones was the better overall talent and won when it counted so he gets the edge IMO.
When it would have counted most would have been the late 90s through the mid 00s. Roy didn't beat the best version of Hopkins, neither did Hopkins beat the best version of Roid.

True, but 1993 when they were in their 20's counted far more than 2010 when they were in their 40's.

I’d give it to Roy since he’s one of what 3 guys to win a 160 title and get a Hw title along with only guy to start at 154 and win the HW title.
