Barrera was not in his prime. And Elite ?
Cotto close to prime but weight drained.
First Marquez fight. Other than that. No one

For Floyd you can say: Hatton, Castillo, and Corrales
and non-elite fighters in their prime he beat: Ortiz, Judah
For Pacquiao: Marquez (def the 1st bout and slightly 2nd bout before he got put to bed in the 4th bout); Barrera; Cotto (tail-end of prime)
non-elite: Bradley (unofficially, but still put him in a wheelchair); Clottey (actually seemed like he beat cotto or possibly took a dive for $$$ from Bob Arum lol)

So from the looks of things when you get down to it all this arguing over these guys amounts to nothing as both of their resumes are fairly devoid of elite fighters in their prime. So Why so much arguing over them?
