Windows 7 users, what is the best cropping program to turn avi, mpg, and so on

To widescreen 16:9 without the image getting stretched. I know its possible. I used to have a program that would make a 4:3 video into 16:9 with correct aspect ratio, of course the video will cut off part of the screen but thats to be expected. Thanks
