If I remember rightly, the FINAL 2 men that it came down to were Rock and Stone Cold, if I remember rightly.

What I know for sure is that Hogan, Hall, Nash, Steiner, Sting, Goldberg, Flair, Luger, Bischoff, Jarret, Viscious all were AWOL.

We all know the "contract issues" excuse, but the "WCW" that was presented during invasion was a joke.

Steve Austin started in WCW. I agree that they could have bought in some more WCW/ECW guys in but there was still some pretty good names in there-DDP, Booker T, RVD, Lance Storm etc and most of the names you mentioned did eventually make an appearance in WWE. Maybe they didn't want to use up all the big names in one go?
