The point is Trump knows you cant trust the Democrats when you make a deal where you give them their demands first and rely on a promise from them to give you your demands later on the back end.

They snookered Reagan twice with that technique, both on taxes/spending, and on immigration of all things.

The Feds generally investigate civil rights violations. In most cases I think it's safe to assume a minority would have issue with a local law enforcement agency vs a federal one. Not saying the feds are perfect but typically if the feds are targeting some1 it's legit.
