actually, if you want to go that route (not that i agree with your post) technically it is... GM execs are moving their labor to cheaper labor markets which allows unskilled workers to acquire more skill while creating the same goods at a lower cost...
so skill is 'trickling down'
lower costs are 'trickling down'
