Both campaign strategies revolved entirely around the electoral college. Nobody was aiming for the popular vote, which is inherently skewed towards Democrats because of geography.

If the election was contested over the popular vote then Trump would have campaigned in population centers like California and New York, not in sparsely populated rural counties and midwestern swing-states. He would have easily reversed the extremely slim barely statistically significant popular vote margin Hillary "won" by.
