Even then he ran the entire fight, Pacquiao fights bigger guys like Cotto, or is going to at least. Cotto! Pacquiao is also a blood and guts warrior who will not run from him.

when he fought morales it was his FIRST fight ever at 130.

seems to me he goes to fight bigger fighters all the time in his big fights.
