Barry Jones won the vacant WBO super featherweight title and he never stopped anyone in 20 fights.
Here's another list from several years ago.
World Champion with low(est?) KO%: Leo Rodak 5.22 (6 of 115)
HOFer with low(est?) KO%: Memphis Pal Moore 4.33 (11 of 254)
Here's some others that held some kind of title that never scored a KO:
Jean Claude LaPinte - France bantamweight champion was 29-33-10 from 1964 to 1974
Enrique Rodriguez Cal - Spanish flyweight champion was 21-7-1 from 1978 to 1985
Phindile Gaika - South African bantamweight champion was 22-13-1 from 1975 to 1988
Peter Feher - Slovakian super featherweight champion was 19-50-10 from 1995 to 2007
Frederick Gorilla Siswana - South African welterweight champion was 19-9-2 from 1987 to 1996

How can you never stop anyone? Even Paulie Malignaggi has like five KO's and I've never seen anyone with powder-puff hands like him.
