Wow that is one of life's questions that is impossible to answer. I know places like Ethiopia don't get rain, thus meaning can't grow crops, so that means no food. So they are pretty much stuck.

Malnourishment leads to lower IQ and so does lack of education tremendously and so does malaria. Africa has the largest amount of haplo groups then anywhere on this earth. Africa is the most genetically diverse place on earth.
Take a malnurished, uneducated and illiterate person and give him a IQ test and see what you get.
