Brian Viloria, easily. Broner hasn't done much yet.

Adrian Broner vs Brian Viloria

Well, that's bloody obvious. Viloria without any doubt whatsoever. Broner has beaten Demarco and Ponce. That is it. He isn't even close to Viloria yet.
Viloria, in just the last few years, after his earlier title run, has beaten Solis, Miranda, Romero, Marquez and Segura. All excellent champions (HOFers, pound for pounders, multiple time, multiple division champions) in their own right. He's unified the Flyweight division and become a two division, three time champion. That's not even mentioning earlier wins over champions like Jose Aguirre, Ortiz and Baas. He's had one of the very best runs in all of boxing in recent years.
Broner doesn't even deserve mention in comparison.

Viloria has been stopped by bum like tamara. While Broner is undefeated. Viloria beats Segura and suddenly these flips want him him the p4p list? Just because you beat the best of your division doesn't make you p4p worthy. Flyweight division is just as crappy as the crusierweight. At least ESPN airs crusierweight lol. And don't give that bs that Flyweight was never televised because when Chiquita gonzalez and Michal Carbajal were fighting they were being aired on HBO, Showtime and ppv. THOSE ARE REAL p4p FIGHTERS. Viloria bouts only get aired in the Philippines or Mexico because his bouts are not really that big because there no Michael Carbajals , Young Jorge Arces or Chiquita Gonzalez type of opponents in his division. To be the best you have to beat the best. Broner hasn't beaten the best either but at least his opponents and the division he fights in is much more credible than the flyweight and therefore he should be ranked higher than viloria. Neither deserve to be on p4p but at least broner is still undefeated , and he fights in a much more worthy division than flyweight. Lightweight is not as good as what it used to be but it still has more worthy opponents than flyweight.
