Not defending Carter, but to be fair a lot of the problems we had in the 70s can be layed at the feet of Nixon. Taking us off the gold standard by refusing to exchange dollars for gold was effectively a default on our loans. Nixon's price and wage controls also were a big factor with shortages and inflation. The crazy high interest rates were necessary because that is the only way the Fed can really fight inflation. It took us well over a decade to recover from Nixon's stupidity. Yes Carter sucked, but more because he did nothing to right the ship, he wasn't responsible for the entire mess though.
