After being busted evading taxes, Rangel claimed he didnt understand the tax laws, despite him being on the House Ways and Means Committee, who are the people who write the tax laws.

His punishment was a slap on the wrist. No jail time, no penalties, no fines. Just a 'censure', whatever the hell that means.
