The lineal champion is created when someone becomes undisputed champion and is passed on to the one who beats him. He remains lineal champion until he loses, retires or changes weight. Corrupt sanctioning bodies stripping him of trinkets doesn't matter.

The ring championship is a lot easier to win

Ring title is established usually when the ring ranked #1 guy in the division fights the #2 or #3 guy. Only time lineal is established is if the belt has been vacated for some reason. And then its re established when the consensus #1 and #2 fight. So u can be the ring champion without being the lineal champ and vice versa.
Here's the answer as to why Pacquiao is the Lineal WW champion...

If don, Laced, & dazed could stop being Neanderthals

no one really considered those two #1 and #2 and it certainly wasn't universally thought.

          So that's completely untrue.

            What?

The lineal champ is the man with all the belts. The unified champ. The undisputed.

Tyson Fury, as soon as he's back.

the correct answer is that there is not much difference.

The ring belt is given to the true champion of the division, usually the lineal champion except for few odd cases where the champ either was stripped or gave up his belts (usually to avoid the guy who later becomes ring champ).

              Tyson/Spinks good example
              RJJ / Dariusz good example
Lewis / Holyfield good example - Holyfield was considered the champ even though LL had taken lineage from Briggs.

These are few and far between which means that Ring belt pretty much equals lineage as lineage can also be created if univerisal top 1 & 2 contenders meet for the belt.

i.e ring belt is usually given when lineage is established
