It's not that nobody "could" prevent it, it's that nobody wanted to prevent it. Because behavior like this is overwhelmingly condoned in nations where Islamic law is seen as being superior to actual law. Why? Because women are viewed as property and treated so badly that to be viewed or treated as a second-class citizen would actually be preferable step up in class.
